Registration Notice

Notice Of Customized Block Trains
Customized Block Trains works for designated cargos or routes, for example, parallel imported vehicles, imported meat, and imported timber.
1、Applicant:
Clients who requires specific route, the length of time, and cargos that are not included in the frequently-used lists.
2、Requirements:
(1)No dangerous cargos. Cargos has to meet the transport requirements of international block train;
(2)Quantity of cargos has to reach the requirement and has a supply stability;
3、Clients have to negotiate the price with designated unit by CIPI following a principle of one project one discussion.
Notice Of Booking
1、Regulations of booking
(1)Clients booking the train on the booking system of Chengdu International Railway Service Co., Ltd and the address is www.cdirs.com. Orders from booking system are considered as real demands.
(2)Booking is started 14 business days before departure date on daily 1 pm to 5 pm. Booking release will be advanced during holidays.
(3) Deadline of booking westbound block trains is 3 business days before departure date. Generally , overdue booking cannot be accepted. However, under the circumstances where clients submit the application to Chengdu International Railway Service Co., Ltd and Chengdu International Railway Service Co., Ltd coordinate and succeed shipping, overdue booking will be accepted and charged 300USD/FEU.
(4) In the situation where the block train is booked up, clients has the right to apply to CDIRS to coordinate shipments. The client will be charged 300USD/FEU if it works.
(5)CDIRS is able to charge extra adjustment fee which is 100-500USD/FEU during demand season. CDIRS has to inform clients 15 days before charging.
2、Regulations of Cancellation
(1)Definition
Cancellation means cancelling the booking which CDIRS has already released shipping space. It will be considered as cancellation if the client cancel booking, cut down containers, or delay the time of cargos into the station.
(2)Assessment rules of cancellation as following:
a)It charges 300 USD/FEU if 14-11 days cancellation before departure;
b)It charges 500 USD/FEU if 10-8 days cancellation before departure;
c)It charges 1000 USD/FEU if 7 and less than 7 days cancellation before departure;
d)Cancellation days excludes holidays and vacation days;
3、Exceptional situation
(1)After successful booking, the customer has to operate according to the time node required by CDIRS. If not, CDIRS has the right to postpone or cancel the booking. If the customer fails to comply with the operation time node and needs to be processed urgently by CDIRS, CDIRS shall confirm in writing the urgent operation cost of 100USD/FEU. CDIRS has the right to consent to continue the urgent operation, and also has the right to delay or cancel the booking.
a)Deadline of entering the container yard (CY): before 11am on 2 business days before departure for FCL (full container cargo load) ; before 11 am on 3 business days before departure for LCL (less than container load but need CDIRS to pack up in the CY).
b)Deadline of submission of materials required: customs information, on-board information, and customs declaration electronic files and other information should be sent to the relevant personnel of the Department of On-site Operation of CDIRS before 5pm on 3 business days before departure. Packing materials and photos are provided before 11am on 2 business days before departure.
(2)If the order fails to be shipped on time due to customers’ own reasons (failure to provide timely information, incorrect information, inconsistent loading, failure to complete customs duties, etc) after the arrival of customers’ goods, if the customer decides to cancel the order, the shipment shall be handled in accordance with the rules of cancellations, and customers shall settle the terminal fee in time; if the customer decides to continue the shipment, it charges 100USD/FEU as cabinet deduction fee. CDIRS has the right to use it as a spare cabinet for the next block train and no long arrange it in the formal cabin space, without guaranteeing its shipping time, and the customer has to bear the costs incurred in the CY.
(3)In the course of shipment, the abnormal charges (cabinet detention caused by custom inspection and document problems, etc) which do not belong to the responsibility of CDIRS must be confirmed by the customer before they can be operated and put in the cabinet.
(4)After the order shipment is completed by CDIRS, if the customer proposes to change the order, he has to confirm the service fee in writing (120 USD/order/time), then CDIRS will change the order. If the change is unsuccessful, the service fee will not be refunded.The measures are implemented from July 1, 2018 and are interpreted by Chengdu International Railway Service Co., Ltd.
Documents Stuck To A Car In The Railway
1、 Documents stuck to a car in the railway includes packing list, invoice, and related certificates (such as inspection and quarantine certificate, certificate of origin, etc)
2、According to the number of containers, 1 set of documents are attached to each container.
3、The Customs on the way usually determine the required certificate based on the commodity code. If encounter the name of the first transport, please check with the booking unit in advance to confirm the certificate on board, so as not to be detained because of certificate problem.
4、Need to provide the original file of relevant certificates with a car in the railway.
5、Following information must be displayed on the car list and invoice:
(1)Packing list: container number, cargo name, H.S. code of customs clearer corresponding to each item name, number of pieces, type of package (e.g. cartons, cases, pallets), number of packages, net and gross weight of goods.
(2)Invoice: container number, cargo name, H.S. code of customs clearer corresponding to each commodity name, number of goods, type of packing (e.g. cartons, cases, pallets) and number of packages, unit price of goods, amount of money for goods (the amount of each commodity has to be specified separately).
6、nformation on documents stuck to a car in the railway must be consistent with the waybill, otherwise it will cause detention at the port.
7、 Each container has a packing list and an invoice inside. The packing list and invoice has to be filled out briefly. If contents on the packing list and invoice are too much to see clearly, it is easy to deduct the goods and incur detention charges.
8、The electronic version of documents stuck to a car in the railway has to be submitted to the booking unit 3 days before departure date.

Requirements Of Containers Used On Railway
1、Selection of containers
Shippers shall be responsible for the selection and inspection of containers, and shall confim the status of the inside and outside parts of containers, such as the wall, floor, and door of containers. Also, it strictly prohibit the loading of cargo in containers which are not in good condition and can not guarantee the safety of railway transportation.
Requirements for selection:
(1)Containers should be regularly inspected according to the regulations to ensure that the quality meets the safety requirements of railway transportation. The interval between shipment and first inspection of containers shall not exceed 5 years, and the interval between subsequent inspection shall not exceed 2.5 years;
(2) It is strictly prohibited to use of nonstandard SOC without transportation conditions;
(3)It is strictly prohibited to use of non-metal nameplates, nameplates and box numbers are inconsistent, nameplates recorded the wrong contents of containers;
(4)It is strictly prohibited to use containers that are not marked, incomplete sign, or obliterated unclearly;
(5) It is strictly prohibited to use container that quality never meets the safety requirements of railway transportation. Containers have to meet the following requirements:
①No cracks, holes or rusty damages on the wall and roof of containers;
②Floor is intact without holes and corrosion;
③No corner, crack or deformation;
④Corners without cracks and damage;
⑤No deformation, crack and fracture in bottom;
⑥The door lock rod device is not damaged, and the door can be closed properly;
⑦Paint film is not seriously damaged and the cleaning condition is good;
⑧Inside of container is checked for light, rust, and dirt;
⑨All markers are identical;
2、Cargo name
The cargo loaded by container shall conform to the requirements of the suitable type of container used, and shall not corrode or damage the container; cargos of mutual compatibility shall not be mixed in the same container; the general railway container shall not carry the cargo liable to contamination; it shall be strictly prohibited to conceal the name of cargo, carry dangerous goods, and prohibit the transportation of other non-containers by decree.
If cargos are not listed in the List of Dangerous Goods on Railway and the nature of cargos is unknown, cargos should be consigned to the inspection and appraisal institution recognized by the State Administration of Work Safety (China Railway Chengdu Group Co., Ltd: Sichuan Dangerous Chemicals Quality Supervision and Inspection Institute. Address: No.2 Dongmen Street, Qingyang District, Chengdu, Sichuan. Tel: 028-62050800/028-87600329). The technical appraisal of the nature of cargos is carried out and a report on the appraisal of railway transport conditions is provided. Under the circumstance where the appraisal report finds that it belongs to general cargo, it can handle transportation.
3、Requirements for loading inside containers
Make a full use of the volume inside containers, make goods balanced, stable and reasonable distribution inside containers. Packing should be stable and balanced, not overloading, not gathering, not biased, not biased load, not hit the box, to take measures to prevent the movement of goods, rolling or collapse when opening the door, to ensure the safety of goods and containers inside.
After packing, the projection of the total gravity center of the cargo in the container should be located at the intersection of longitudinal and transverse centerline as far as possible. When deviation is necessary, the lateral deviation should not exceed 80 mm and the longitudinal deviation should not exceed 5 tons.
4、Requirements for packing programme
When a single piece of goods weighing more than 100 kilograms is loaded with goods that are easy to roll, move, collapse and overturn and irregular in shape, a packing plan should be worked out. The packing plan should fill in the dimensions of the cargo, the weight of each piece, the position of the center of gravity, the length and width of the bearing surface in detail, and the loading reinforcement diagram (three views) in the packing plan must be complete, standardized, and data should be accurately marked.
Shippers are responsible for the authenticity and effectiveness of the information provided. When loading goods, necessary loading and reinforcement materials and devices should be used.
5、Photos of packing
All sent heavy containers shall be inspected for standing photographs, which shall be taken by the shipper and provided to the station in time for inspection.For cargos with the same name and package, at least 4 photos should be provided: 1 empty container photo before loading, so that the floor condition of container can be seen clearly; 1 empty container with open door in half of container, and the loading status and number of inner container are taken; 2 photos are taken at the end of packing, 1 container door is open, the other with the left door open and the right door closed. The photos should be able to see clearly the loading status (including the inner layer, the surface layer and the fixed measures taken) and the container number.
Cargos which needs packing should be taken photos of the loading and reinforcement. The photos can clearly reflect the key situation of the loading and reinforcement of the cargo in the case.
6、Weight of packing
The weight of cargo in containers shall not exceed the total weight of the containers (generally 30480kg), and shall not exceed the lifting capacity of the containers at the departure and arrival stations; two 20-feet heavy containers shall be loaded by one car in the railway, and the weight difference between the two containers shall not exceed 5 tons. In addition, the total weight (container weight + dead weight) of two 20-feet containers in the same car on a 120km/h China Railway Express (Chengdu-Europe and Chengdu-Middle Asia) train shall not exceed 47 tons, i.e. the weight of goods in two 20-feet containers shall not exceed 43 tons.
7、Requirements for container sealing
The container is sealed by shipper. Heavy general purpose containers have to be sealed; when sealed please make sure that the lock tongue and handle of the left and right container door are in the seat, seal one at the sealing hole of the lock of the right container door handle, and screw the lock of the container door handle with No.10 galvanized wire and cut off the tail.
